Governor Issues Executive Budget Proposal
For Medicaid, Governor's plan largely continues initiatives from MRT process last year
Governor Cuomo today issued a $132.5 billion executive state budget proposal for 2012-13 containing measures to address a projected $3.5 billion general fund gap in 2012-13. The Governor's proposed "gap-closing" measures include $1.5 billion in revenue attributable to tax code changes and $2 billion in savings actions, primarily at the state-agency level and through proposals affecting local assistance, according to briefing documents that accompanied the Governor's budget, such as the elimination of "automatic 'cost of living' increases and trend factors in 2012-13 for all health and human service providers."
